Express- CIP or Public Project:3795/Fairmount - MID-CITY: CITY HEIGHTS: Building, Mechanical, Electrical & Plumbing permits for: Tenant Improvement for the Performance Annex Building. New Dressing, Green rooms, Lobby, Ticket and Support spaces. Existing Library scope replaces in kind existing plumbing fixtures. The purpose of this internal memo is to request the Development Services Department (DSD)’s commitment to expedite the reviews and processing necessary to obtain the required building permit for the City Heights Library Annex Improvements project (PRJ# TBD) by November 11, 2025. Our objective is to complete the project on schedule and in alignment with the construction milestones outlined by the project team. The building permit application is tentatively scheduled to be submitted to DSD on or before September 19, 2025, via express review. This project is a high priority due to its community impact and the urgency of meeting critical grant deadlines. The project is funded by both a State Building Forward Library Infrastructure Grant and a Federal HUD Economic Development Initiative Grant. The grants require that all funds be expended, and construction be substantially complete by March 31, 2026. Timely permit issuance is essential to meeting this deadline and avoiding risk to the project’s funding and penalties. To support this effort, we will be requesting a pre-submittal meeting with DSD to review the plans and address any preliminary questions prior to formal submission. This coordination will help ensure a smoother and more efficient review process. This meeting shall be tentatively scheduled for the week of September 1, 2025. Overtime is approved to meet this deadline. After completion of the first review cycle, E&CP can facilitate a meeting with the Engineer of Record to help resolve comments before resubmitting it back to DSD.
